Sidewalks and Driveways
According to City Ordinance Property Owners are required to clear their sidewalks, curb cuts and wheelchair ramps of ice and snow by 9 a.m. the day after the storm ends. City ordinance also states that if the whole width of the walkways is not kept clear of snow and ice during the day and a complaint is received by the City Sidewalk Office, notice will be given to the Owner. If unresolved the City may hire a snow removal contractor, and charge the owner with the costs.
Please note, it is also illegal to push or blow snow into or on any street, alley or sidewalk. Violators are subject to a fine.
Who is Responsible for Clearing Sidewalks and Driveways?
In single family dwellings responsibility of sidewalk snow removal is the property owner. If it is rented, responsibilities are as agreed upon between property owner and renter in lease agreement. In Multi Family Units, Condominiums and HOA’s responsibility is the property owners.
Lincoln Snow Parking Ban
In cases that snow emergency is declared, the Mayor can prohibit parking on both sides of the street in all zones designated as snow removal areas.
During Snow Removal Parking Bans free downtown parking will be supplied (after lots are cleared) from 10 p.m. to 7 a.m. at Center Park Garage, 1100 “N” St. Free Parking is limited to 9 hours. If vehicle remains in the lot past 10 a.m., driver will be charged for the entire time the car was parked including the free period.
In these areas snow is removed and hauled in trucks. This work is usually done at night between midnight and 8 a.m.

Residential Snow Parking Bans
A residential parking ban also applies to streets that are not emergency snow routes.
Parking is first banned on the even numbered side of the street (north and east). After being cleared, and the Mayor has terminated that ban, parking will be banned on the odd numbered side of the street (south and west), allowing parking again on the now snow cleared even number side of the street.
